The Healthy Illinois Campaign made history in 2020 when we passed legislation to establish healthcare coverage for low-income Illinois seniors ages 65+, regardless of immigration status. By establishing the Health Benefits for Immigrant Seniors (HBIS) program, Illinois became the first state in the country to ensure healthcare access for those shut out of federally funded Medicaid and Medicare programs. Healthy Illinois made history again in 2021 by passing legislation to establish the Health Benefits for Immigrant Adults (HBIA) program, providing a pathway to healthcare coverage for low-income Illinois adults ages 55-64, regardless of immigration status. Like its counterpart program for seniors, the Health Benefits for Immigrant Adults program is a Medicaid-like health insurance program that provides access to comprehensive healthcare coverage with $0 premiums and $0 co-payments. Healthcare is a basic human right, yet over a million Illinoisans — 1 in 12 — lack access.Illinois is stronger when every person has access to care and coverage, creating healthier and more financially stable families and communities. Uninsured residents will eventually, by age or accident, find themselves in emergency rooms and the uncompensated care health system. Illinois has an interest in providing primary and preventative care early, rather than more expensive and intrusive care when it is too late.

Early Wednesday morning, the Illinois General Assembly passed the FY25 state budget, which includes a record amount of funding for the Health Benefits for Immigrant Adults and Health Benefits for Immigrant Seniors programs.
On 12/28, HFS announced that 90-day rehabilitation stays in a nursing facility setting will be covered for participants of the HBIA and HBIS programs.

The bill will fund comprehensive and expanded health coverage for low-income immigrant adults ages 42-54, regardless of immigration status.
